There are plenty of reasons to play the State Cup. I'll spare you the story of what strategies I used during my early days to win friendlies.
One thing to consider is that you don't lose that many ranking points when you lose to teams higher than you in the rankings. It's more of a problem if you lose to teams below you. State Cup is also a great opportunity to beat teams in the top 10 (which is worth about 3 wins against D3 opponents).
If I were you, I'd be willing to pay for a spot in the State Cup. :P
Being outside the top 50, you stand to gain a lot!
And for the record, it probably wouldn't be a bad idea to cut down to 20-22 players, but anything less than 18 would leave you vulnerable.

Probably the equivalent of 100k for those in div 3. 1 million only covers 20% of the price of a player these days ;). Still adds to my pile of cash :p.

I've gotten away with having 18 players pretty comfortably but most of my players have the ability to play multiple positions. Going to be down to 15 tonight possibly 16 if I can grab a hold of a player I'm after.
