It means that every time when a player makes a mistake regarding players, stadium, trainers or juniors, he has the right to contact an admin. In exceptional situations, the admins reserve themselves rights to ignore the appeals.

it may be my misjudgment, as well as it may be yours.
however, irrespective which is the correct interpretation, we can't accuse a lack of fairness in this case.

Ghana and O'zbekiston 2 countries that must be eliminated from the qualifiers, in order for 16 groups of 6 countries to be fair, it is unfair that there are groups of 6 and others of 5
