at age of 24 he was very good at striking. I don't remember well but at age of 17/18 he was very good also? he was rather an OM prospect. and now at 27y he has excellent striking only... huge waste for me :/

12 pops to get to 5xdivine...that means 3 pops a season until he will stop growing
Unless he has a few extras and GT on most of the skills, i see this quite hard at his age...
If he was 23, situation would be different

My Rapacki is 2 skills ahead of Moreau and his package of extras is building up every week...he probably will be like this by the end of the season (age 24 as well):

i train to 27-28y because it is the best for selling price + can play 2-3 season with great mids in A team.

if your player will be 5x 17 so could be 5x17 too my but i do not think so.... my playes have lot of extras and talent really near 3 but i am thinking that they will not be 5x17.. maybe no 4x17
