As far as I know, when a team becomes a bot - players who have NT matches in the stats are automatically listed.

Do they not have to be current NT squad members? Can't remember the exact mechanism but that's what I had assumed.

And I think it's once the team has been fully replaced/ taken over by another manager before they go on TL, not just bot with no owner.

Yes, mechanism works directly after bot team is beeing replaced.

Which is completely pointless in over 95% of cases.
For U21 players every week is crucial.

Before this team can be replaced by a new user it needs to be relegated to last division. That is minimum 2 seasons.

It's a tricky situation anyway. You can't just put all his players on TL (like some rogue admin did with a team from Indonesia some time ago) because what if it wasn't a justified ban that will be reversed?

I would make it such way:
- once a season, friday right after age update
- if a team is a bot for atleast 6(?) weeks
- every player with a "flag" becomes listed, no matter if has played match in nt or not

I would go one step further as I don't see any reason why not :)

List all players if a team is a bot for 4 weeks (I think 4 is enough for any kind of appeals; maybe even less).
Takes money from the market and also bots relegate faster (sometimes there are very strong and can stay for a long time in high divisions). Obviously squad needs to be replaced with players similar to those given to new managers.

It wouldn't be fair for all teams in the league if it happens whenever in the middle of the season.
Such "resets" would be fair only during seasons break.

I wish someone from Turkey could comment about this. They had some in his prime NT player who was stuck on a bot team for several seasons.

It's possible I am mis-remembering the situation though.

When I was the manager of the Türkiye national team, our best player Artur Adal was in a banned club. For about two seasons, I contacted the admins in every possible way to put him on the transfer list. but they said it wasn't possible anymore.
After four seasons, the suspended club turned into a bot team, after which Artur Adal was automatically placed on the transfer list
