This should be investigated and if true penalised in a temporary ban from the game, and taking away all the gained money.

Don't ban permanently as we need more players to play Sokker and apparently he likes the game so much that is willing to cheat in some sense. However, if sokker admins don't act upon this, apparently it is allowed within Sokker to participate in these kind of scams.

I can explain the combination for the ones who maybe do not understand it. The idea is simple, almost all sokker users sold or bought good players below market prices (from different reasons, it happens). In order not to get into this situation and to also avoid the fee for setting a starting price for player, you list the player with 1 euro and a friend will make sure that final price is (at least) aligned with the market. Two scenarios can happen: sometimes no one bid over your friend which is ok (for you both) as the price is already aligned with the market; in second scenario, someone bids over your friend, a bid war can be generated, artificially increasing the price. Of course, the friend stops at some point in order not to buy the player.
In all the cases, seller's gain is maximum: the price is always on the high range of the market and he avoids fees and price failures.
For the friend it is also ok-ish as long as he step-out from bid war at the right moment. In case he remains with the player, is not necessarily a bad thing.
Now, the advantage of that kind of collaboration is obvious, but I don't know if it should be considered fraud or not. :)

Yes, the process is exactly as you wrote.

He omits paying of the taxes (no risk of selling under certain value) + his friend makes the high price „believable” for other buyers + his friend creates „false market” by increasing the bidding war.

And yes in my opinion it is forbidden in the rules:

- to help other teams by bidding intentionally on their players above the market value
- to transfer players over their fair market values
