Not really, it's an ill-advised move from the game.
It's turning shit and less enjoyable than before for everyone.

They have to limit taking advantage of market by mass trading. They should encourage long term training and playing for results and it's hard to do that without limiting the fast transfers by higher taxes.
I bought a 16yo for 400k euro and after 4 weeks I already could have gotten over 5m euro for him. That's crazy and it shouldn't work this way so such limiting is needed IMO.
It's far too easy to make money on fast transfers and 4-week training cycles.
There were also users who bough lots of players under their market value and then re-sold them without even training for higher prices.

Taxing the benefit would also not be fair for users who bought a 16yo and then trained him for 10 seasons.
I do think that it would be better if 28+ players were treated easily with taxes, BUT on the other hand is it fair that the rich can just buy a top player for 4 weeks when they need him [due to cards/injuries] and then just sell him?
Another problem is that some users trade also on older players, because it's also easy to get one for low price and then sell him for x times more

It already was dictated. The only/best route to success was massive trading. And that was bad for the game, still is.
And the whole point is that the game should give MANY routes and ways to success, now there is only the trading/fast training route.

Please write your exact idea for the taxes, because it's hard to talk when you just shout general ideas. First you wrote about "income tax" now you're writing about "income tax changing over time".
