I have youth players with potential between Formidable (11) and Incredible (13), but they are drawn 10 and below. Is the potential something that is not accurate assessment?

It just assumes a flat talent of 4 as the target mid level I believe, so maybe the upper and lower bounds are 3.5 and 4.5 (never looked at this estimate too closely tbh). The final level could be lower than the estimate if the actual talent is low / lower than the estimated minimum.
Yesterday I started construction work in my stadium, in two places. In one of the two it marked 10 days and in another 9 days of duration of the project. Today both places woke up with 9 days.
Doesn't there have to be delay in the entire stadium equally?

So basically it doesn't mean anything to me. Just unnecessary.

Potential is a max possible outcome, in theory.
But the problem is that each week, your coach makes an estimation and even after 34 weeks, he still makes estimations.
The devs made the potential message to stick at 4.0 talent. And talent is the key decider on how fast a player grows. So if your player ended on excellent then you can assume his talent is not good at all and / or he was overrated when he first came into your school.
Imo youth players should have a range on accuracy on how good they are and the range should be smaller with the level of your youth coach AND over time.
So f.e. a player coming into the youth school as follows:
Levi Delaruelle 16 average [5] outfield 2
It should be...
Levi Delaruelle 16 weak [4] - good [7] outfield 2
This way it should show the actual range of how good or bad a player is and over time the range should narrow down to 3 skills, then 2 and finally 1, being 100% accurate.
If an unearthly youth coach still cannot make an accurate skill overview on a youth player, then why can the main coach directly see ALL skills 100% accurate without knowing the player? Imo it's not realistic and certainly not immersive.

Honestly there should be no level estimation when the player joins YS - yes, it's for less experienced users, but it's pointless, misleading and it omits the fact that age > skill in youth school so people might end up deleting better players and keeping worse ones.
What should be available is a this kind of potential based on how the youth performs in youth school... it's ridiculous that such things are available on outside websites like Geston's Youth talent calculator, but it's still not available for plus users.

I agree. Certainly all those side programs which actually give an additional experience to the game without being ''cheating'', like pay to win add-ons, which indeed should be plus features all along!
However, the estimation part makes it a bit more immersive. But what it shouldn't do is diminish skills in the progress. Drops in youth are just plain stupid. What's the point in training?
Just make a range, somewhere between x and y and let both x and y grow in time. Nothing more nothing less. Then if you see the bottom level grow each 3 weeks, you also see a good possibility for great talent. The side programs should be implemented within the game core so those programs become part of the game itself. 1 log-in, 1x PLUS and voila...you get the whole package.
I bet the amount of PLUS users will drastically increase with that.
