In my language it only says under 23. Someone messed up the translation...

In age 16-23. 23 or under.

In Latvian it is also "jaunāks par 23 gadiem" => "younger than 23". So maybe rules (or at least description) have been changed at some point after translations were made?

It has always been 23 or younger.

It should be 23 or younger not younger than 23.

In case struś or other devs happen to read forums:
Q: When will we get any information whether the new training system will be implemented this offseason? There is only 1 week of games left.
Also - will we be warned in advance about any planned works to implement in so everyone knows to not put players on TL or everyone will get burned once again?

+ any info on NT player's skills ?

I have a team in Albania and there are no admins.
Recelntly I don't know but i have a problem.
My team is not training ,it says nobody trained this week
Even thought i have three coaches

Did you assign a role to your coaches?

When You go into 'report details' it did not show any training progress. You have to choose 'Main team progress' to see training results.
Do not ask devs why it work this way. They will not respond...

Also dont look at "Missing Training" red circle - that doesnt work for some time already.

He did not have assistants untill today and maybe some other things.
Did sent sk mail to help him.
