borkos is right. It's percentage and it's always the same.
You are confusing training speed with training value.

does players continue to get training at 29 y.o. or which age we should stop to give advanced training? as I remember they were getting training until end of 28, right?

Nevermind
Every player receives training no matter his age. The older he gets the more training points he needs for a pop. so training becomes less effective.
At age 28 he starts droping training points in pace.
At age 30 he starts droping training points in all skills.

And dropping doesn't go in a steady rate?
Meaning they can drop f.e. 50 points per Thursday or they can drop 7 points? The greater the age the more points they drop on average?

Dropping doesnt happen every week. Every week there is a chance of dropping, the older the age, the bigger the chance is.
If your player used 10-12 weeks for a big pop age 25-26, he will need the double age 28-29...
First about dropping is fact, second about training age 28-29 is my experience.

A good example i have from my own club of dropping is by chance and not steady decline is that i bought a player with 16 pace, 16 def age 30. He did his his first drops in those skills age 35.
Where as most cases, they will drop several times (especially in pace) within that period.

My 28 year old dropped from superdivine pace even though he's being trained on pace :'-(

You cant give him extra beyond s.divine, and the slightest little drop will remove s.divine. He is probably still 17.95 or so, and if you give him pace, he will climb back.
When they are older the chance of a drop is bigger, but also the chance of how big a drop. If it was a 32 yo, you could risk he couldnt climb back up.

That is because drops happen on Thursday just after the training update. So he is superdivine (18), gets no progress and then he drops a bit. You can train him next week and he could pop again.
Drops are not linear nor happen all the time, as adaca wrote. They start happening at 28yo for every skill but pace is what we see the most.
When drops were happening on Sunday we could witness randomness and differences in the "amount" of regression. That's probably why they moved it to Thursday.
On the other hand, they increased formation and general trainings so now we see old players pop in high skills, i.e. ex Serbian NT DEF 36yo popped to unearthly (16) defender etc.

And i get the feeling. I have a polish superstriker who had a u/27 nt match and a regular senior match. While giving him his last striker training this (28) and next (29) he dropped from his 18 pace.... -.-
