Do the matches in the youth league have an impact on the fans?

Fast trading resellers (selling 4-6 weeks after buying) are neither healthy nor good for market

Because "Losing by at most 1 goal" is a check that actually means winning,drawing or losing by most one goal.

It’s a bug known for years, unfortunately. It’s badly described so I guess your mod/linguist could change the description.
But you didn't use the "at least" condition, you used "at most" (= "no more than x goals"). So that the conditions actually WERE met in the way it's been implemented in Sokker.
As mangol already said - setting the condition "Losing by at most 1 goal" means...
- NO SUBSTITUTION if you're losing by 2 goals or more - condition not met
- SUBSTITUTION in all other cases (e.g. losing 0-1, drawing 2-2 or winning 3-0) - condition met
I agree this can be misleading especially for the drawing / winning cases...really frustrating to learn about that in such an important match :(

To be fair the first condition is 'losing'. If that condition is not met then the substitution shouldn't happen regardless of what comes afterwards (at most/at least x goals). This is a bug or bad translation.
