Russia rejects the invite first team from flow B will promote and wild cards go one place down

There is less and less interest in the U27 tournament from season to season. I think too many other, smaller tournaments are starting to form and each national team is sharing these tournaments.
The number of teams in FLOW B is really small :(

Well I will wait what devs will decide for friendlies and then will make voting for format of tournament but this edition the sign up was done this way so will not change :(
