Oh i know how this game works pretty well and i know much more than you think.
Just to dig a little bit deeper:

Just give the NAMES of 7 best strikers. Eventually you can't do this, because everyone will see that you are busted:)

I thought you have cards or injuries for TOP 7 strikers, but only 3 players couldn't literally play and 3 players have bad form and one player has medium form. It seems like "very good" form is critical for you to say that player is "unavailable", which I think is not critical. Also even if I don't see the skills, I can feel how the player is developed by the form and value, so I don't agree that Zuzarte is your top 7 player (Zinho maybe), 17 striking is not the only thing to say that "player is better". If the player is 17/17/16 he is better than 17/14/17.
But ok, I will agree that 5 out of your best 7 strikers couldn't play due to injuries or critical form, which is also a very bad situation, even if it is not worth the separate topic in forum.
You could just make tactic with 1 striker, which wouldn't be a problem then.
Everyone facing similar problems and this is the beauty of the game, you have to adjust to the situation.

Try being from a country with 5 active users and not a lot of youth schools and have 1/3 squad decimaded...
A few seasons ago when I was New Zealand manager I had all strikers except for one out for a few weeks , my best midfielder and a few defenders. I started the qualifications with victories over good teams and ended with loses in a row because of the lack of players.
It hurts more when you are a small community.
