Russia can participate but only if can play U27 + 3 players U30. (Simply have 0 strikers <30 yo).
I think it would be better if the tournament was held with all teams in full squad.
I really don't understand why would you like to have another full A squad competition after the World Cup.
If you were good, you'd won it.
If you were bad, you'd lost.
Why do you want to repeat?
U27 offers the joy of trying young players and giving them a chance to prove themselves.
Those are the players of the future, of the next qualifying season.
If some of you don't have enough players to fulfill the squad, so what?
