Well if you want to do that you can just go ahead and do classification rounds until the end:
After the group stages you have games for 1-16th place and 17th-32nd.
The winners and losers proceed to play 1-8th, 9th-16th, 17th-24th and 25th-32nd.
Next round: 1-4, 5-8, 9-12, 13-16, 17-20, 21-24, 25-28 and 29-32.
And then you have 16 classification finals with the winners taking 1st, 3rd, 5th, 7th, .... , 31rd place.
That would have the advantage that everyone gets to play the same amount of games and you eventually end up playing teams that are probably very close to your own level.

You make it too complicated!
It's very simple, the two teams that advance go on to the Champions League, as it is already played.
The other teams that don't advance will play in the Europa League, in the same format as the Champions League, but without winning the Plus prize.
Without too much hassle for the organizer.

The teams that finish 1st and 2nd in their groups will continue to the Champions League. The teams that finish the tournament 3rd and 4th will continue to the UEFA Europa League.

well majority wins for me is stupid to finish second and not have chance to compete but finish forth and win something ....
You can still finish first and finishing second is not a big problem, u still need to beat them all to be the champion! ;)
