we have 13 teams from 16 from europe at 1/8 finlas so we will definitely will have 5 to 8 more european teams out
15 to 18 teams in total
+ 8 teams from qualification we will have 21 to 24 teams wich means 0 to 3 teams that are possible to qualify as third place from qualifications

Svik... we have 10 + 5 or 8 + 8...

We will have 23 to 26 teams i think...

That's not an issue we can have 7 groups by 4 teams

23 to 26 teams based on this we will assume worst case scenario and we will do 7x4 = 28 teams tournament
so even best 4th team from qualifiers can play 1 (23 to 28) = 5
4 teams 3th place and best forth
else if we have 8teams then only best 2 third teams will qulify

Latvija doesn't accept the invitation and doesn't respond to messages. Should I wait or look for someone else for a friendly match?

yes Latvija is out of competition all their games are 3:0 so you can look for friendly
