We still have no answer!
I find it amazing that included in the 'Default' skins there are such useless skins (for the majority of users) as 'Space' and the 'Chile' skins, yet a brilliantly designed and functional skin like the 'Blue' skin is ignored and allowed to be lost forever.
Does anyone know where I can find the 'Blue' skin again?

It is simply because some time ago the creators allowed users to send them skins to be included in the default skins list. The "Chile" skins are used by many chileans. If the "blue" skin is not there it is only the fault of its creator.
btw, the 2nd skin is still there, but the images are gone. Do you have a screenshot?
in sokker spain there was a blue skin in a Arnauduran's post :)

In FireFox it cuts the top of the banner off, but that's a well-known problem with FireFox and Sokker skins, I think.
