really? I doubt that there are enough resources to to control thousands of users entertaining multiple teams.

There are several reasons why it's very reasonable not to allow several teams per user (even if there is no transactions among them):
1) Big or small, it is an advantage, since you can test more things. You can argue that, if everybody is allowed to do so, then there is no advantage to no one. But then the following reasons come into the picture.
2) If you allow people to have many teams, the control of the game gets more difficult. You never know who is behind each team.
3) The competition is distorted. Imagine a guy playing with 2 or 3 teams in a league... If random allows it to happen, or if the guy is a good manager and manages to put 2 or 3 of his teams in the 2nd or 1st division of his country, he could decide basically who is the next champion.
4) Resources: it's hard enough to developers to keep this site running with the numbers of team we already have. Imagine what would happen if they allow users to have more teams if they want to: the numbers of teams (and leagues, and all what is related to it, such as number of players) could raise 2, 3, 4 times (maybe more, who knows). So, they should increase their server capacity 2, 3, 4, X times yo keep happy basically the same number of people (it is very unlikely that a Plus user will pay Plus for each one of his teams...).

The situation is much more complex. For example, I have the same IP as about thousand people from my web provider, so would it be possible for staff to check whether I have another team? Actually I don't know if there are any other sokker players from my provider, but if yes, how should I know if I can buy player from somebody?
We have our tool's, only shared ip isn't enough for banning...

easy answer,ask some MOD they see if some other team has same IP as you... :) I´ve had same problem as you,I´ve asked and got the answer everythink is allright.
i'm just wondering how it took more than 2 years to catch filjo with his shared teams...
Two or more users can share same computer(s). We are not all millionaires, and we don't have 5 computers in our home! Banning users without strong evidences can only make other people quit playing this game. And filjo has done for this game more than all of us together, admins should respect that.

Someone in my own league was caught for multiplaying. He was a former A league team, and was doing very well in the B league.
He couldn't help starting a new team though in the C league, and eventually he got caught. Now he's got neither team.

depends, if he has £1m to give to devs, they could reinstate him then
Question: I have notified admins that two clubs are logging from my computer. There are no transfers between those two clubs. Can I expect ban? Can I defend myself if i receive ban just because some admin didn't check the old mail messages.
Can filjo defend himself? He is a developer, he could ask his friends to help him test/debug his new program...
