Exactly. So why are SOME mods saying things NOT FITING to that rule, and even WRITE insults frequently HIMSELF, WITHOUT any mod stops him?...
The conclusion I wrote is consistent with what the mods said is OK, when talking about topic starters, which I DIDN'T found OK. So I just SHOWED "SOME mods are idiots" ;-) or at least very unfair and not consistent.
So it's time mods start SHOWING the rules are the same for everyone including themselfes...

You need to write your country ID (=52 for Israel), if that was all you missed.

Vulgar language is easy to detect, and is not allowed. The posts I deleted in this thread contained vulgar language.
Insults are more difficult to discern. Innocuous words can be phrased into insults, while harsher words can be used in congenial banter between friends with no insult taken. Context is an important part of determining what is an insult and what isn't.
Which is why your current hypothetical is pointless. It has no context. I call some of my students "geeks", and they love it. But given another context, it could be used in an insulting fashion.

It's not really vulgar but it's not necessary to say. So I have to conclude another failure by the mods. At that time Barhilo was online and he posted in that topic so he should of removed that. Bear in mind that this isn't the first failure I came across. And I am seriously worried about the quality of staff as a whole.
It was at the bold surname topic in bug/ideas.

As I said before, judging if something is insulting isn't clear cut, and depends on context. It is also highly subjective.
If I made a well written and insightful post and someone called me a "geek", I personally would not take offense (I'd be inclined to take it as a compliment :D). Reading through that thread, I would agree that the post was unnecessary, but it doesn't strike me as particularly injurious. I can appreciate you might see things differently. If the comment bothers you, I will remove it and speak to the poster.
Being a moderator is not an easy job. Those I know put a lot of effort in, and do their best. If you have concerns about any staff member, I suggest you contact an Administrator. Public forums are not the place for those discussions.

Even if the insult target don't bother it's STILL bad moderating to not react, because not reacting sends wrong signals to the readers.
((For instance if some stupid guy write I'm stupid, then I find that funny ;-)
but it's still wrong. Because leaving things like that make the risk biger some MORE will start write insults, and next time it can be against someone, who take it very hard...
Even IF it isn't easy - although it's much easier than it looks as, when looking at some moderating ;-) - it's a good start if starting:
/of course tell the STARTERS (=the SOURSE of the problem), instead of telling them, who defend against them.
/teach - or, if they can't learn, skip - moderators with crappy judgement, not even understanding (!!!) for instance "Use a better translator" is insulting, when the writer have written himself,
or saying a writer has OPPOSITE oppinion - normaly some stupid oppinion - than what the writer realy wrote...
