I would expect to be a little better than triple 8 in Defence, Passing and Playmaking, and only 18 years old. He is pretty much maxed out in age and talent, so he should become a superstar.

You're very lucky! If I have 17yo's, they're worthless most of the time. This is my best one. He looks quite similar to yours, except his age.

Will there ever be any NT? I mean... I think it's unfair because every UM'er gets youth players with every possible nationality, despite their own nationality.

There are two kind of Talent Scouts
National T.S.: they cost less (5.000 UM$ hiring bonus, 4.000 UM$ wage) as, even if they don’t have travelling expenses, they have a lower number of available players.
International T.S.: They are more expensive (10.000 UM$ hiring bonus, 8.000 UM$ wage) because of the travelling expenses, but they have more chances to have quality players to offer.

Honestly, who wants to lower the quality of his YS to do his country a favor? And if it stays the way it is now, a country which has only 1 or 2 users could outweigh italy's NT because it's just all a lotery.

Are they actually talking about starting NT's? Just out of curiosity :p

Lol where did you get that from? It is not a lottery, it is not random, it is balanced, meaning that if you have an international scout, nationalities with more users are more likely to be picked compared to nationalities with less users.

Is kind of similar to sokker, in the overall % of youths per country. More users --> greater % of youth pulls of that country.

maximum talent is 0.4 so he's not close :) but a clean 0.3 talent(or close to that) is very good indeed.
