Drink some fake (alcohol free) champagne, just for show and light some fireworks, very cheap and little fireworks :P and ofcourse at 00.00h watch all the fireworks go in the air. Living high and overlooking the city of Utrecht has its benefits, one of the better places to watch all the fireworks.

All doesn't even come close to 45 euro :P
