and yes then you can describe "limited democracy" like... system where is freedom and so... but voting rights have just these people which wants to study basics about politics (or exact problem in referendum)..

It's true. You have to live in Flanders to vote for Flemish candidates. You have to live in Wallonia to vote for Walloon candidates. (basically, it's a bit more complicated, too complicated to explain here)

btw...last post for tonight.... I read some very trustful story from Russia classified material that Rubinho is flander trying to penetrate among wallons and force them by his persuasion talent that they are flanders just dont know about it :-)

But the only thing you can objectively teach people about politics and voting is the technical side of voting, and roles/responsibilities within the process. (How to vote, how a law is made and passed in parliament, etc)
Anything else you cannot expect to teach without it becoming politics itself.

So what you actually can teach and ask people to take a test on, is limited and will not change their idea who to vote for....
