Normally, when you pay something, you give the money and they count if it's correct. That's the least they can do when he pays his taxes.

why...? by living in the country and having property this guy agrees to pay the property tax, doesn't he? if he doesn't want to pay the tax he can sell his property and leave the country. if he decides to keep the property and stay in the country he has to pay the tax.

well he agrees for this tax, so he is not being robbed. and he is being a bitch even though his action has no impact on anything whatsoever, it has as much sense as if he would paint himself with shit in the city centre.

But you're wrong about theft. Speculation is indirect theft, especially on primary resources like rice, soja, corn, etc. Driving the prices high, so that they make benefit, on cost of the rest of us. If you're really serious about what you're saying, you would agree on that point.

I agree just on one point. The fact that the public debt continiously increased, shows that the state deliberatly had a negative budget, and didn't try to repay that debt. For sure, with no debt, you would probably pay much less taxes. Can't change that by voting (banks invest in every candidate, so don't await a change)...

Did blacks under apartheid agreed with the fact that blacks are minor people than whites? Did Jews who stayed in Nazi Germany agree with the Nuremberg laws? No. So no, it's not because he lives there that he agrees that he should pay property tax.

Making a benefit at the cost of others is not theft. It's profit. And yes, this speculation is immoral, I fully agree. There is a difference however between immoral behaviour and criminal behaviour (theft).
