i don't particularly like him but he's a very good player... i prefer Rooney anyday :P... still i think fifa can find a better & clever solution for this sort of behavior then simply suspension and a small fine... actually a lot of fifa regulations are pretty bad & old and need to be drastically changed

No, elbows aren't part of the game either. Leonardo got 4 matches and Tassotti got 8 matches for elbowing without the ball. In 2006, Italy's group was a red-card fest due to elbowing during jumps.
There is a difference between fouling while fighting for the ball and fouling far away from the ball, that's why not avery foul, elbow or not, is punished with long suspensions. Not because elbows are fine or "part of the game".

He got a yellow card for that. Which is not the same kind of foul as SUárez did.
Suárez bite is like Zidane's headbutt. Zidane was great, sad to see him end like that, but only fair outcome was red card. And hadn't he retired, a longer than 1 match sanction for sure. Materazzi is not the issue.
