Every cruel regtimes, based on banned freedom, power by forces and no human right including right of speech or right for information is bad. Censor power is just one part of this system.
Do you think that people in north korea would didnt start a revolt if they really know how bad is their life cos their leader? So censorship is just part of such a ugly system and as a part of it is guilty too, so this means probably "blood on his hands".
and now I can ask very simply question, why Ukraine, supported by EU has "ministry of information". We all know is what it is, state media controlled system and we know them enter to EU. But it is much easier close eyes and dont see that.

If you knew the history of covering up the crimes of Russian from the 30's and 40's, by the political circles and the media (mainly British and French), you would think in another way.

It is both wrong and dangerous to ignore that terrorists are indeed humans - in fact, they are exclusively human afaik (at least I never heard of terrorist cats).
