EDIT: if this corruption is again without consequences, like taking away the WC from these countries, the corruption will never stop. It's a good punishment to loose the WC because of corruption and have spend billions in the unused and unfinished stadiums. Other countries have good stadiums to host the WC.

Yes, it wouldn't make any sense, especially for the 2018 one. I doubt these 2 WC choices involved more corruption than all the previous ones anyway :P
Some months ago some people talked about WC boycott or relocation as a sanction against Russia for the Ukrainian conflict, so I guess this could serve as an excused to resurrect that stupid idea.
From the point of view of fighting corruption, though, a new election will simply mean a second opportunity to make dirty business with the same WC. We don't need new corrupt elections, we need to get rid of corruption, and that can only happen if corruption has real negative consequences to its perpetrators - i.e., if people actually go to jail

With mass-corruption, Blatter had only choice to be re-elected otherwise there would be many and many members in jail in next months and it would be a massive problem for financial arabic and russian investors to hide dirty money...
Certainly, the first goal of the whole "greased" system is to perpetuate itself. I guess they'll be in jail before we actually see them out-voted.
This isn't an issue of "arabian and russian investors". If it was, things would be much easier. But it's all of them. Remember how the 2006 host was chosen? Needless to say, it doesn't end there... And always with very few winners: no host ever makes net profits out of a world cup. But a few individuals, and FIFA itself, certainly do...
