It seems 2 goals is the maximum any team can score per match, regardless of the opponent. I have to revise my top scorer prediction and say it's going to be someone with 4 goals.

On a second thought, there's still room for a team going desperate in the third round against an already qualified team or one that can live with a tie, and getting overrun by counter attacks. So maybe that single-match top scorer can still appear.
