I am not sure about the latter part, because time could be both, in english or portuguese (that means team), so I don´t get if he was talking about a time bug or a bug team.

You mean "by hook or by crook"?

It means do something in any possible way. Ex:
If you want to do sth by hook or by crook, it means you are going to do that in any possible method.
