From 9 to 10 out of three
From 10 to 11 out of four

In this screen you can see he gets formation training instead of advanced training.
Advanced training is the dark green dot.

So no bug.

So now it's obvious - he was in many trainings in formation training, which is only about 30% of advanced training in trained skill.
