To prevent new sign ups have to wait for an available team, make in each country one large new bottom league that is the same as junior league. All new manager start in that new league, right away, no waiting time anymore. At the beginning of a new season the best active managers replace the managers that quit playing Sokker in the normal bottom leagues.
Or the worst teams, the numbers 12, of the lowest division will degradate and replaced by the highest teams in bottom division, and after that all inactive teams in bottom division should be replaced by the next best teams (with active managers!) from the bottom division.
That way there won't be a bottom division with a lot of bots and just a few active managers. Only 1 real bot team in the bottom league is needed, to make sure there is always and even number of teams so everyone will play their official matches. And when there are an odd number of managers, only that bot team won't play a match.
And because teams can play less home matches as in regular leagues, the income of each match should be split 50-50.
Almost no new sign up logged in again after finally getting a team. That is really bad and should be solved. And this is the most easy way to do that.

I think you should apply this to smaller countries as well as just startups - it would be far better to have single divisions at each level with 3 promoting for them.
At last count Australia had 6 active teams below its top league but they are spread over 3 2nd tier leagues - it's crazy - worse experience and unaffordable to build an expensive team in the lower league.

He did apply that years ago, when the ''new'' league structure was announced. Imo, for countries below 100 users a 1-3-9 structure is not constructive.
It should be 1-2-4-8, so you have a better spread of top tier teams.
In countries with less than 50 it should even be 1-1-2-4
I'm all for this idea. The more ladders you have within a competition, the more challenging it is to play for results. But if the strength level of teams between 2 divisions is +20 rating points, then you're fighting against a wall, especially for new(er) teams it's not motivational. Give them more divisions and at least the illusion that they are gradually climbing towards the top.

Well if it has been applied then they somehow missed Australia - we're 1-3 with 18 teams and yes the top league is an absolute wall lol

I agree. don't know if they are going to adjust a fairly new feature though...but you never know.

About that difference in strength, the same is happening in the Dutch 3th division as you described what can happen in a large bottom league, the top teams are about to promote and way stronger as the new managers. But with a large bottom league managers will be playing against other manager teams more often. At the beginning of a new season the strongest, or even all, can promote and/or replace inactive teams a league above them. If not all promote, at least the strong(est) teams are gone. In some countries stronger teams can degradate to the bottom league, but that also happens now in the bottom divisions.
In the end the bottom league will always have some kind of a problem; or too many bots, or stronger opponents
