That’s a very low %, it certainly isn’t worth it with those figures.

It's not, at the same time it's quite useful for 27+ players that already out of the advanced training, builds up their "sub-skill" level so they keep their skills longer. But yeah, no point in keeping young players just for this training, they will only lose in value. Although there was some bug that only concerned goalkeeper training - I've seen a pop to magical GK after only 15 position trainings, they were supposed to fix that.
