This is my point: one example. I am sure you can find a few more. But only a few. So, it's not that easy.
Again, in my system you train the youths in Div 2, then you go up while your trainees are ALREADY first team players so they have to get 97-100% training, it's not even a choice. And you keep playing them in Div 1 because they are good enough.
It gets tricky LATER in the 2nd phase, when you finish training your first batch when they are 27 already (imo no point in further training other than TOP TOP stars, that's 1-1.5 skills improvement a season, hardly worth it...). Then either you start creating a new full batch for yourself or train for profit and yes, then it is a bit of a problem to connect playing in Div 1 for trophy (IF they level is high) and 96%+ training of youngsters.
But that's a choice for later and we are talking about the route to that choice, the first phase. Buying 16yos and giving them 97-100% training and creating a strong team out of them is the best way to go.

But is he training 10 players 96% each week 13 weeks a season.... then he Will probably not win title.... cause training 23-28 means and having older players means you need intake of money..

They should be in the upper half of Div 2 and concentrate on training and then move up when their trainees reach level of ~half of Div 1. So they get promoted and then with every season go to higher level in Div 1 & since 26-27 they start going for the title.

In the around 60? Seasons youve been here... how many Seasons you played above 72 avg Season..... and how long time you spend money training... I know you Are Two times polish champion, and its huge.... but very few teams stay in ekstraklasa for long time... that you know....
But what has Ekstraklasa and 12 teams playing for 75-85 have to do with England? I don't understand what you want to say here. You don't need to go down in England to make money, you just need to make any money in the first place.
No I also claimed in the beginning of the debate that you dont invest in 1st team before you have full good trainees....

I would concentrate on part one and then everyone will be able to figure out the part two by himself and his preferences. Part one is the hard part here :)

YOU had to sometimes because you play for titles. Again, we are talking about people playing in Div II who play against teams with rating mostly between 48-57 and are NOT SUPPOSED to play for titles. There's no point in them training for only 85%, it wouldn't make sense.
You keep talking what they should do when they start playing for 70+, I'm talking what they should do to get to playing for 70+.

I dont keep suggesting it. I said it once that its what i was doing for past 40 seasons then we had a too long two way conversation about it.... part one shouldnt take more then around 8-10 seasons... and if you already can sell or have Cash Even shorter time with trainees before they get better then what you can buy

That's the whole beauty of this game. You don't need to be rich to make money or CREATE great players.
That's the most fun part about the game imo, if you are lucky and know what you are doing, you can make a gem out of a very cheap/reasonably priced player.
At the same time you can pay millions and then not make any profit or make a small profit over the seasons [small in comparison to a player bought for much less, both % and nominal value-wise].
For example I was planning to buy top youths, train them for 10 seasons and try to win something with them (I lost the motivation after a couple of seasons because the game didn't improve as promised).
Still, I paid a lot of money for those trainees and didn't make THAT much money considering how long I trained them.
