Just my thoughts...

Having teams from another state making up numbers for another state kinda ruins the idea of what this is all about.

The only idea I can come up with to solve this is a two tier competition:

Tier One:
The top three sides from every state battling it out in a round robin comp.

Tier Two:
The next 2-3 sides from each state that can actually fulfil this demand in a round robin as well.
It means smaller states like Tas don't field a side in this Tier, but there is clearly demand for this second Tier comp. (consider it like the second tier grouping like the Davis Cup tennis)

I see your points and like the solution proposed but getting the top teams to play each other will quickly resume playing a extended A-League which some of us didnt want as you play each other every week already...

Having 6 states greatly simplifies the competition and leaves week15 free for everybody to have their usually friendly against Barillo or Borkos... having 2 tiers wouldnt affect it too much...

I remember someone went from NSW to WA on his own will to make up the number... if it's only a small minority I think it's fine (and it will in our case...) you might have some familly somewhere else that would be a good excuse :)

Not sure how the 2nd tier would be organised. Sounds difficult.

I wouldn't mind just playing it with byes, as long as a different team has the bye each round. Easy enough to arrange a friendly with enough warning.
