Talent could be one thing
If talent isn't stated then the fact that player 1 has +2 more skill points then player 2 and also weak defending which should random pop over the next 6 seasons upto about adequate.
Also you will find players that havent played a game for their respective teams going for more as it means they are recent youths and not ones that people have trained until they popped to sell for more

As already stated talent could be a factor. Secondly the other thing is that 1st player has more rounded skills already, so that will catch the attention of striker trainers who use custom transfer searches with a minimum of average or so in each of the main areas.
Then it will take almost a season for the 2nd player just to get back up level in pace with the 1st, in which time that could have been trained to the first.
Still though, the second isn't too bad, but he might not be talented in which case you've spent a lot for him. Still should train well for a few seasons though.
