I think you’re ok because they’re making a change to groups to have no more than 6 teams. Therefore 98 teams divided by 6 means you need a 17th group whereas previously they had a few groups of 7 teams. That’s would mean rank 51 was the last third seed and you’re well clear of that. Does mean we are in a scenario where the worst 2 second place finishes fail to qualify.
