I'd say that currently he's the n1 19yo Oz GK.
On the other hand there's one 18yo that is above the 19yos.
It really depend on what you will train during the next 3 seasons but you definitely have a good player on your hands.

value: 200 800 AU$
wage: 2 720 AU$
very good form
adequate stamina poor keeper
excellent pace hopeless defender
hopeless technique hopeless playmaker

Pulled as outstanding +5 (5.5 weeks/pop)
For the record he was a keeper in youth school. Always nice to have a GK @ Outs come out with next to no keeping. Anyone interested in training keepers let me know.

No yoofs this week.
Still struggling to work out how the junior ratings can fluctuate so much from week to week....players dropping 3 levels is a bit more than weird. I cannot see how this can be with a magical coach?
Makes it difficult when trying to decide if a player is borderline worth keeping or firing. :-(

It is as difficult as it was before...
Take the number of initial weeks and divide it by 4 (or 5), add that to the initial level and you'll know the player's potential. The rest is left to the coach you're right, it fluctuates a bit more but the final outcome isnt too different.

something like that. If in doubt just keep anything that comes in higher poor or better. Knowing which juniors to get for training purposes is going to be the difficult thing to adjust to.

no, which is why I dropped it back a fraction to poor instead of my usual weak.
However, if you keep them til after their youth game and update, you still don't pay their wage and you get a free look to see if the coach has upgraded or downgraded their estimation, so you can kind of make a rough judgement there and keep or sack them.

But with the new system, a tragic 30 could be just about anything. Makes it hard to decide who to keep and sack. My YS is now chock-a-block.

Depends on your coach level. A tragic 30 with a magical+ yc would be very unlikely to be out by more than 2-3 levels. Then after the first update it's likely that gap will be even smaller because he'll either rise where you can assume he's therefore understated, or stay the same where you can essentially assume he's not far from the mark.
