I think that he will struggle to get into the U19 national team which doesn't officially exist ;)

Depends largely on his talent sx. Its a decent base of skills to build from, but I imagine he's a overall a few levels off the pace.

so what do you recommend i work on in order to make him national team material?

in short, I'd strongly suggest more defender skill , more pace , more technique , more passing and more stamina. I can discuss this further if required over sk-mail if you want some specific levels to aim at, but yeah your player will need a lot more rounded skills then what they currently have.
