Note 1 - 17yo players can be a full level lower on each of the requirements.

Yes it does. A 16yo must have one skill on solid and another on weak or 3 x adequate or 4 x average. And a 17yo must have one skill on very good and another on average or 3 x good or 4 x adequate.
