I think rules is a little bit strange.
One of the best 17y ATT couldn't accomplish the rules. Is it good? :)

Note 1 - 17yo players can be a full level lower on each of the requirements.

he can fulfil rule 2. 3 skills on solid = 3 skills on good..for 17 year olds

and i doubt he's one of the best 17 year olds... maybe with talent, but...
