my bench players don't "SEEM" to play in matches;do i have to set the conditional orders?

yes, unless there's an injury where a player comes off

yes, as stated the conditional orders. you must specity the player to come in, at which minute, and the condition for this sub (always if you want it to occur every time).
and of course to position you want the sub to take on the field.
