But their stats are little bit different, right? The age is not the only factor here.

If you sum up def+pace they have the same stats. However, this older player has better tech+pass. Your player's better pm doesn't compensate that.

Your player has more potential, though. This is why he's nearly as valuable as the other one. Think of this way: if you do not train him, his tech+pass will probably get better anyway. However, after two years, only near to the other player. He's value should be the same then, right?

At age 23, however, he'll be more valuable than the other player. Why? Because somebody trains him. This is how it should be, right?
