We could all come up with examples of great players who switched teams /leagues and were total failures. Football is littered with them. Think of Aaron Ramsey with Juventus, or Nicolas Pepe with Arsenal. Torres with Chelsea. Hell Granit Xhaka for me was externally pedestrian and overrated for much of his team at Arsenal. Captain yellow card.

As far as within the same team? I'm an Arsenal fan - I'll give you a great example, our gk Ramsdale. He has been absolutely mediocre and in bad form for much of late last season. Turns out he and his wife had a miscarriage around then and it directly affected him.

I think worth noting is some players are stuck in tragic. If form is influencing matches then let the form cycle in such a way that at least some players have a chance to eventually get out of a tragic loop.

Because I have seen a mostly tragic player go to average and then stay around hopeless / tragic again for weeks.

I do agree that players shouldn't necessarily be stuck in low states for months of real time. I mostly would just try and sell these players as long as the system is in place as is.

Well that do not fit if you build NT player you can't just buy and sell...on top not everyone has time to buy and sell. So suggestion here is just to make form but less important.. and I think it makes sense

I train 7-8 NT players, and can happy if I find enough good in the market for a little country.
But the other positions I would't like to looking for always...

Imo form doesn't need 18 range.
5 is more than enough.
Terrible form
Poor form
Adequate form
Good form
Excellent form

And make the difference between them not larger than 5,
So terrible = current incredible
Poor = current brilliant
Adequate = current magical
Good = current unearthly
Excellent = current divine

Form should be a factor, but it should not be a factor that makes or breakes a player! Just a slight indicator for good and better

It will be better exactly. And maybe if a player have level 1(so terrible) form reduce only 2 skills from a player.

For example we have a divine(17) keeping goalkeeper with terrible form could keep with brilliant (14).

So in other words your idea is "make every player in form"

next idea: "make every player have talent between 3.0 and 4.0"

then we can move to youth school and "make every youth at least good at start and max 17yo"

The idea is that bad form doesn't need to be equal to worthless player.
He should play a bit less than players in good form, but nothing more than that.
Bad form could make chances slimmer for being decisive in important moments, but not in general.
Bad form players now are useless in general!

That's the whole idea.
I know they want to make stamina a different kind of skill, but I never understood why that skill only went to formidable?
THAT is the skill they needed to make 18 range, not form!

form is not random.

But they should limit the floor of the form something about 9 or 10.

Having a player 0 form that plays every week has no sense. Just some players lets say after 4 consecutive weeks not playing should decrease form below 9.
Also the ceil should be limited lets say to 15 or 16, some special occassions a player should pop up to 18.

So, in resume, the band should be between 10 and 16. Having an average of start 11 of 13-14 would be good for playing good matches.
