Because there's some algorithm that runs in the AI and calculates the level of the assistant coach, by which it awards the players a boost for random pops. A Very Good coach will not trigger that algorithm while a Formidable coach would!

Three very good are much better then 1 formid , even only 2 very good are better then him.

There was a post in the global long ago that show that, but I don't really remember the exact formula
